About the Project

Toronto’s Downtown West is changing rapidly — and this is our chance to plan ahead together. As the neighbourhood grows and intensifies, community spaces and services need to keep pace so they continue to meet local needs.


We’re inviting everyone who lives, works, studies, visits, or uses local services in the Grange Precinct and surrounding Kensington-Chinatown area to help shape a long-term vision for our city-owned spaces.


This is an opportunity to reimagine how local services and spaces work together — from community programs and recreation, to gathering places, cultural spaces, and public facilities.


The ideas you share will help guide future investment in spaces, services, and programs, ensuring the Grange remains an inclusive, welcoming, and connected neighbourhood for years to come.


This process is for everyone connected to the Grange. Whether you’re a parent thinking about your kids’ future, a newcomer finding your place, or part of a community that hasn’t always been included in planning — your experiences and ideas are vital to shaping how these public spaces evolve.

Who Should participate?

The Grange is shaped by many people who live, work, study, and visit in the Precinct and surrounding Kensington-Chinatown area — and we want to hear from all of you. This includes:

  • Residents – People who live in or near the Grange Precinct
  • Service users – Anyone who relies on local programs, services, or community facilities
  • Workers and business owners – People who work in the neighbourhood or own/run a local business
  • Students and youth – Those who study or spend time in the area
  • Visitors – People who come to the Grange for recreation, culture, or community connection
  • Community groups, local service providers, and organizations – Local groups doing important work and offering programs, services, or events 


We strongly encourage diverse perspectives and participation from equity-deserving communities (e.g. Indigenous, Black, newcomer, and others) to help ensure the neighbourhood’s future is inclusive and resilient. Every perspective counts—let’s work together to build a Grange that’s inclusive, vibrant, and welcoming for all.

The City of Toronto is reviewing how city-owned spaces in and around the Grange Precinct can better serve the community. These include places like University Settlement, Harrison Pool, St. Patrick’s Market, St. Patrick’s Market Square, Grange Park, and surrounding public spaces.

To guide this process, CreateTO is developing a Real Estate Strategy that will shape how these sites are used, adapted, or redeveloped in the years ahead. The City is also advancing a broader Grange Precinct Plan that will bring all of these elements together into a long-term vision.


This is where you come in. 


Together, University Settlement, Untitled Planning, and the City’s Social Development Division, and CreateTO are leading this engagement to hear directly from residents, workers, students, visitors, service providers, and service users.


Your input will help:

  • Show how existing programs and spaces are serving the community today
  • Identify opportunities for new or improved services and facilities
  • Shape the future of community programs, services, and spaces in the Grange


It’s a long-term City-led planning process that looks at how City-owned spaces in the Grange can be restructured to improve service delivery to better meet current and future needs. The engagement findings will also directly inform CreateTO’s Real Estate Strategy for these sites.

Community engagement will run from September to November 2025. Here’s what to expect:

  • September 2025 – Project launch and survey opens
  • September – November 2025 – 
    • Pop-Ups across the neighbourhood 
    • Conversation Corners with local groups and service providers 
    • Survey is available to complete until November 7 
  • Late November 2025 – Engagement closes
  • Winter 2026 – Feedback from all activities is analyzed to identify key themes, needs, and opportunities
  • Early 2026 – Findings help shape recommendations for programs, services, and community spaces
  • 2026 and beyond – Recommendations inform both CreateTO’s Real Estate Strategy and the broader Grange Precinct Plan, guiding how city-owned spaces are improved and invested in

The precinct is roughly bounded by Dundas Street West (north), Queen Street West (south), McCaul Street (east), and Beverley Street (west). It includes University Settlement, Harrison Pool, St. Patrick’s Market, St. Patrick’s Square, Grange Park, and the laneways and connections around them.


Yes! While the engagement focuses on the Grange Precinct, we strongly encourage   input from anyone connected to the surrounding Kensington-Chinatown area or with ties to the neighbourhood (View Map).


Who is CreateTO?
CreateTO is the City of Toronto’s real estate agency. They manage City-owned properties and develop strategies to make sure public land and buildings are used in ways that serve community needs. To learn more please visit: createto.ca

What is University Settlement?
University Settlement is a community organization located in the Grange Precinct. They provide a wide range of services and programs for local residents, including newcomer supports, childcare, recreation, seniors’ programs, and cultural activities.
